Mix the flour, oats and baking powder together thoroughly. Add the butter in small flakes, plus the honey, eggs, and milk. Knead together thoroughly.
Preheat the oven to 400 degrees F (200 degrees C). Cover a baking sheet with baking parchment.
Roll the dough out about 1/2 inch thick on a floured surface. Cut out round cookie shapes. Place these on the baking sheet, leaving some space between them, and bake in the hot oven for 15-20 minutes. Turn off the heat and allow the cookies to dry for a further 2 hours in the oven.
